The U.S. Export-Import Bank (Exim) Through its main office in Washington, D.C., its regional offices, and the City-State Program involving state and local government agencies, Ex-Im Bank offers export (not import) counseling and financial assistance to U.S. businesses. Ex-Im has three main programs: the Working Capital Guarantee Program, the Export Credit Insurance Program and the Direct Loans and Guarantees Program.

The Trade and Development Agency (TDA) TDA provides grants for feasibility studies and for technical assistance.
The U.S. Department of Agriculture USDA operates an Export Credit Guarantee Program (GSM-102) and the Intermediate Export Credit Guarantee Program (GSM-103), which underwrite credit extended by the private banking sector.
The Small Business Administration (SBA) SBA has two programs in particular that may be of interested to companies seeking business development in the NIS.
SBA's Export Working Capital Program (EWCP) (Short-term working capital - up to one year) is designed to help small businesses export. The EWCP is a combined effort of the SBA and the Export-Import Bank whereby the SBA's EWCP provides transaction-specific financing for loans of $833,333 or less while loan requests over $833,333 may be processed through the Export-Import Bank. When an EWCP loan is combined with an international trade loan, the SBA's exposure can go up to $1.25 million. SBA's International Trade Loan Program (ITL) (Medium to long term working capital- up to 25 years) helps small businesses that are engaged or preparing to engage in international trade, as well as small businesses adversely affected by competition from imports. SBA can guarantee up to $1.25 million, to the borrower. Loans are made by lending institutions with the SBA guaranteeing a portion of the loan.
Multilateral Institutions
World Bank
The following multilateral institutions offer financing and bidding opportunities to U.S. companies for projects in the NIS. The World Bank Group is a family of multilateral development institutions owned and accountable to member governments.
The International Bank for Reconstruction and Development (IBRD) lends to governments or to public or private entities with government guarantees. The International Finance Corporation (IFC) support private enterprise through the provision and mobilization of loan and equity financing and through its advisory activities relating to, among other things, capital market development and privatization. The Multilateral Investment Guarantee Agency (MIGA) encourages foreign domestic investment by providing investment guarantees to private investors against political risks in the host country.

European Bank for Reconstruction and Development (EBRD)
The European Bank for Reconstruction and Development (EBRD) provides direct financing for private sector activities, restructuring and privatization as well as funding for the infrastructure that supports these activities. Its investments also help to build and strengthen institutions. The main forms of EBRD financing are loans, equity investments (shares) and guarantees. US companies can participate in EBRD funded projects, whether as investors, as suppliers to projects or as consultants.

Asian Development Bank (ADB)
The Asian Development Bank (ADB) is a multilateral financial institution, established in 1966 to improve the living standards of its Developing Member Countries throughout the region. To achieve this goal, the ADB (i) extends loans and equity investments for the economic and social development of its developing member countries (DMCs); (ii) provides technical assistance for the preparation and execution of development projects and programs, and for advisory services; (iii) promotes and facilitates investment of public and private capital for development purposes; and (iv) responds to requests for assistance in coordinating development policies and plans of its DMCs. ADB's grants and loans generate substantial, hard-currency commercial opportunities in borrowing Asian developing countries for consultants, suppliers, prime contractors, subcontractors, banks and project sponsors from the bank's member countries and since the US is among the 63 member countries of the ADB, US firms are eligible to bid on any and all ADB-funded procurement and consulting opportunities. In addition to the free on-line service, THE CHAMBER maintains a proprietary computerized database of Russian and CIS countries companies and offers a targeted informational service under a legally binding agreement with your company. International Business Development Center (IBDC) - Business Representation
IBDC is a facility designed to assist businesses to become established and sustainable during their start up phase. IBDC provides: • shared premises • business advice • business services • access to investor, market and international networks • mentoring • including a full-time, hands-on management team
IBDC - Business Representation Section nurture the development of entrepreneurial companies, helping them survive and grow during the companies start-up period while they are most vulnerable to not succeed.
IBDC provides their resident companies with business support services and resources such as guidance, assistance with business planning and help obtaining financing opportunities. Incubators usually also offer companies rental space with flexible and reasonable leases and shared basic office services including access to equipment all in one plan.
Statistics that have been conducted show results that business incubators increase the survival rate of start-up businesses to 87 percent while companies without business incubators showed a survival rate of only 35 percent.

In contrast to the United States, incorporating a business in Russia is much more bureaucratic with no possibilities to do business via the Internet. Foreign companies should choose a reliable law firm to incorporate in Russian due to the important deadlines and specific requirements which must be met.
Before choosing the legal form of a company, it is highly recommended to consult a lawyer and/or accountant, who is/are familiar with the Russian and CIS countries and American legal systems.

Trade Mission – Russia

These are initiated by state level representatives, such as members of Department of Economic Development, Chambers of Commerce or major American corporations.

Internship Opportunities
The Russian-American Chamber of Commerce in the USA regularly offers internship opportunities within its Administration, PR & Corporate Communications, Consulting, Marketing, and Membership & Events Departments.
Preferred fields of study are business administration, international affairs, political science, event management, public relations, Russian and American related subjects.
The Russian-American Chamber of Commerce in the USA prefers interns to stay a minimum of 4 months. In the Corporate Communications & PR department the preferred length of stay is 12-18 months.
Who Qualifies
College students currently enrolled in an undergraduate program at the junior or senior level, a graduate program or a Russian-based Internship Program qualify.
Qualifying students must have excellent written and verbal communication skills, English and Russian languages proficiency is a plus, strong computer research skills; working knowledge of Microsoft Word, Excel, and Outlook; and have strong organizational and time management skills.

Interns are selected on a semester by semester basis. Please do not send your application materials earlier than one semester prior to when you are interested in interning.
Russian Federation and former USSR republics
The Chamber encourages communication among companies that do business in Russia and other Republics of the former USSR. A significant portion of our work is devoted to troubleshooting, solving problems, developing risk minimization techniques and educating companies on how to avoid problems and losses. In order to prevent losses, U.S. businesses must possess certain cross-cultural skills when doing business in Russia and other post-Soviet countries.
The Russian-American Chamber of Commerce recognizes that the need for cross-cultural competency is the key to success for U.S. organizations when doing business in the Russian Federation, Belarus, the Ukraine, Georgia, etc.
One of the missions of the Russian-American Chamber is to educate U.S. businesses on how to effectively do business in the above-mentioned countries. Our Consultants offer an introduction to Russian culture, history, communication styles and general etiquette for those with a professional interest in the Russian Federation as well as other former USSR countries.
If you are interested in such networking opportunities, the Russian-American Chamber of Commerce coordinates more than 50 events a year.
